#SA2003RF0034 were faxed
to Tricia Knight with the CA State Attorney
General's office, Initiative Coordinator
of the State of California from Steve
Mozena, Proponent of the California
Initiative
Tricia:
My choice
is below that I believe fits the requirements,
although I have offered additional suggestions
as well.
Title:
Post All State Government Finances to Internet
Every Day.
Summary: This initiative
mandates the daily posting of all California
state finances to the Internet. The financial
information will be available to the public
in the form of a checkbook register. The
register will show all sources of revenue
and where revenue is deposited. It will
also show relevant names, dates, and amounts
of all expenditures. The purpose of the
initiative is to provide a money trail of
all income and expenditure for all state
agencies and to give taxpayers a simple,
easy method to review state fiscal data.

Here is
an additional suggestion for summary.
1. This
initiative mandates the daily posting of
all California state finances on the Internet.
The financial information will be available
in the form of a checkbook register showing
all income and expenditures. This will give
taxpayers a simple, easy method to review
state fiscal data. An informed citizenry
will then be able to demand fiscal accountability
from state government. The posting to the
Internet of state government finances will
help control spending, trim excess, and
possibly reduce taxes by keeping state finances
in plain view of the citizenry.
Sincerely,
Steve
Mozena
